Under the authority of the Municipal Act council may pass bylaws for a wide variety of municipal purposes.  Included in this section are copies of the bylaws most commonly requested by citizens, businesses, and organizations. The bylaws are listed in alphabetical order.

All Terrain Vehicle Bylaw

A bylaw to regulate the control, use, and operation of all-terrain vehicles in the City.

Animal Control Bylaw

A bylaw to provide for the control of animals.

Bicycle Bylaw

A bylaw to regulate the control, use and operation of bicycles in the City of Whitehorse. 

Budget - Capital

The City annually adopts a three-year capital expenditure plan

Budget - Operating

The City annually adopts an Operating and Maintenance Budget

Building and Plumbing Bylaw

A bylaw to administer standards respecting the construction, demolition, removal, or alteration of any building or structure within the City.

Business License Bylaw

A bylaw to provide for the licensing and regulating of businesses in the City of Whitehorse.

Business Licenses Inter-Municipal Bylaw

A bylaw to provide for the licensing and regulating of businesses in the City.

Bylaw Enforcement Officer Bylaw

A bylaw to establish the position of Bylaw Enforcement Officer and to define the duties and responsibilities of the position.

Cemeteries Bylaw

A bylaw to provide for the regulation of cemeteries and the collection of cemetery fees.

Controlled Substance Properties Bylaw

A bylaw to regulate, control or impose prohibitions respecting the use, occupancy, alteration and remediation of properties used as controlled substance properties or grow operations.

Council Remuneration Bylaw

A bylaw to provide for remuneration to be paid to the Mayor and Councillors for the 2015 - 2018 term of office.

Dangerous Goods Bylaw

A bylaw to regulate the transportation of dangerous goods in the City.

Development Agreement Regulations Bylaw

A bylaw to enable the City to enter into development agreements with property owners, and to set conditions to regulate the development of land, buildings, and structures in the City.

Development Cost Charges Bylaw

A bylaw to impose and collect residential development cost charges.

Easement Authority Bylaw

A bylaw to delegate the authority for the City of Whitehorse to enter into easement agreements with property owners.

Emergency Measures Bylaw

A bylaw to provide for the establishment of a Civil Emergency Measures Commission and an Emergency Measures Plan.

Emergency Services Bylaw

A bylaw to provide for the prevention of fires, the prevention of the spread of fire, and for the preservation of life and property within the City.

Fees & Charges Bylaw

A bylaw to authorize fees and charges levied by the City of Whitehorse.

Firearms Bylaw

A bylaw to prevent or regulate the firing of guns or other firearms, the firing or setting off of fireballs, squibs, crackers or fireworks, and the making of fires in the City.

Heritage Bylaw

A bylaw to provide for the protection of municipal heritage resources.

Joint Use Agreement Bylaw and Francophone Joint Use Agreement

A bylaw to authorize an agreement with the Government of Yukon respecting the joint use of Yukon and Whitehorse public facilities. 

Local Improvement Rules Bylaw

A bylaw to establish rules of general application for assessing local improvement charges.

Maintenance Bylaw

A bylaw to establish and enforce minimum standards relating to the state of repair and maintenance of property within the City.

Municipal Offences Bylaw

A bylaw to provide for the enforcement of municipal bylaws. 

Noise Bylaw

The City does not have a specific noise bylaw.  However, there are provisions regarding noise included in the Maintenance Bylaw.

Parkade Bylaw

A bylaw to regulate the operation of parkades.

Parks and Public Open Space Bylaw

A bylaw to govern the use of parks and public open space within the City of Whitehorse.

Parks & Rec Fees & Charges Bylaw

A bylaw to provide for the collection of parks and recreation fees and charges.

Personal Services Bylaw

A bylaw to regulate the provision of personal services in the City.

Petition, Plebiscite & Referendum Bylaw

A bylaw to regulate the use of petitions, plebiscites and referendums on municipal matters.

Planning Study Bylaw

A bylaw to specify the requirements of a planning study and a planning study plebiscite.

Procedures Bylaw

A bylaw to provide rules governing the proceedings of council and the transaction of the business of council.

Property Tax Instalment Plan Bylaw

A bylaw to provide for an instalment plan for the payment of property taxes.

Reserve Fund Bylaw

This bylaw establishes reserve funds to be maintained for future expenditures.

Road Closure Construction and Storage Bylaw

A bylaw to regulate the temporary closure of allor part of municipal highways for the purpose of construction or storage.

Road Closure Special Event Bylaw

A bylaw to regulate the temporary closure of all or part of municipal highways to facilitate special events.

Senior Tax Deferment Bylaw

A bylaw to authorize the City to enter into agreements with senior citizens to defer property taxes.

Senior Utility Charges Rebate Bylaw

A bylaw to provide a rebate for utility charges paid by Whitehorse senior citizens.

Sewer & Storm Utility Bylaw

A bylaw to provide for the operation, maintenance and control of sewerage and drainage systems for the City of Whitehorse.

Skateboard Bylaw

A bylaw to regulate the use of skateboards within the City.

Smoke Alarm Bylaw

A bylaw to require the installation of smoke alarms in residential occupancies within the City.

Snowmobile Bylaw

A bylaw to regulate the control, use, and operation of snowmobiles within the City.

Subdivision Control Bylaw

A bylaw to control and regulate the subdivision and consolidation of land and the creation of condominiums within the City.

Tax Levy

The City annually adopts a bylaw to levy taxes

Traffic Bylaw

A bylaw to regulate traffic and parking in the City of Whitehorse. The new bylaw adopted in 2013 includes a parking permit system for qualified residents of certain areas in the downtown core.

Vehicle for Hire Bylaw

A bylaw to permit, license and regulate the owners and operators of vehicles for hire in the City of Whitehorse.

Waste Management Bylaw 

A bylaw to provide for the collection, removal, transportation, and disposal of solid waste within the City.

Water Utility Bylaw 

A bylaw to provide for the operation, maintenance and control of a water distribution system for the City of Whitehorse.

Zoning Bylaw 

The zoning bylaw provides zoning to allow for economic, beneficial and environmentally sensitive development in the city, having regard for the following objectives:

  1. implementing the Official Community Plan
  2. providing a comfortable community with a variety of settings for residents
  3. maintaining and enhancing a community character complementary to the surrounding natural environment, and
  4. serving as a centre for a wide range of commercial, recreational, industrial and institutional services to residents and visitors
