What is the Parks and Recreation Master Plan?
Parks and recreation (P&R) are a big part of what makes Whitehorse a great place to live and visit. The last P&R Master Plan was completed in 2007, and Whitehorse has grown and changed since then. Now is the ideal time to re-examine and confirm the City of Whitehorse’s role and approach to P&R and ensure both are grounded in public needs, best practices, key trends, and organizational sustainability.
What Will Be Included in the Plan?
The Parks & Recreation (P&R) Master Plan will create a blueprint for the City of Whitehorse over the next 10 years in three key areas:
- Future Priorities for P&R Infrastructure
- Opportunities to Optimize Programming
- Resources Required to Sustain and/or Grow P&R
The Plan will set the high-level, strategic direction for the City with respect to how it delivers and partners around P&R.

How Can I Get Involved?
There will be numerous opportunities for the public, community stakeholders and governments to get involved with the P&R Master Plan. Here are a few:
- Community Group & Public Surveys (February 14 – March 15, 2018)
- Pop-Up Installations at the Canada Games Centre (February 14 – March 15, 2018)
- Parks & Rec “Jam” (February 28, 2018 at The Old Firehall)

What Will the City Do With My Feedback?
The Planning Team’s work will be informed in many different ways. The knowledge and perspectives of the public, community groups, and other governments are key. We will work with you to ensure that your concerns, ideas and aspirations are directly reflected in the options developed and explain how community input influenced final decisions.
The Planning Team
The City has hired RC Strategies+PERC, based in Edmonton and Vancouver, to lead the planning process in partnership with Whitehorse counterparts. Core team members include:
Stephen Slawuta, Planning: Stephen is a partner with RC Strategies who has extensive experience as a project manager and recreation facilitator and has overseen numerous P&R planning processes across western Canada.
Jane Koepke, Planning/Engagement: Jane is a long-time Yukoner and Registered Professional Planner who has worked on a broad range of planning projects in the territory, many of them P&R-focused.
John Glynn-Morris, Engagement: John-Glynn Morris is a local engagement specialist who has lent his talents to a wide range of Whitehorse and Yukon planning processes in recent years.
