The Whitehorse Downtown Parking Management Plan was adopted by City Council on May 24, 2011. Starting in early 2010, the City undertook an extensive process to develop the plan which included a detailed street inventory, questionnaire, and several public meetings. Starting in late 2017, the City is now working on an update to this plan to track progress, update conditions, and set priorities for upcoming years (e.g. 2018-2028).

The Vision

The Downtown Parking Advisory Committee adopted the following vision for the 2011 Plan: "The Downtown Parking Management Plan will result in more efficient use of parking resources and reduced parking demand while enhancing the liveability and vitality of the downtown core at present and into the future."

Background and Goals

Whitehorse residents voiced their concerns regarding lack of parking in the Downtown Core, as well as improper parking management. The City hired Boulevard Transportation Group to develop a plan to address these concerns. The goal of the plan is to better manage existing parking resources while enhancing the liveability and vitality of the Downtown. The plan contains recommendations that can be implemented by the City to ensure parking is managed effectively for residents, business owners, visitors, and employees, while also encouraging a more sustainable community (i.e. exploring alternative transport options such as walking, biking and taking transit).


The plan contains short, medium and long term recommendations that will be implemented over the next 10 years. Stay tuned for updates as the plan is implemented!


Background on 2011 Parking Plan Engagement Events

Beginning in May 2010, the Project Team held a number of public engagement events aimed at gathering local ideas and knowledge for better managing our parking situation Downtown. The following information provides an overview of the public engagement process.

Kick-Off Meeting

On May 13, 2010, the Project Team hosted a Public Kick-Off Meeting to present the overall process for the Plan as well as gather initial ideas from the public.

Parking Management Survey

An online Parking Management Survey was made available to capture the public's perception of parking and acceptance towards other forms of transportation such as walking, cycling and transit. A total of 336 people filled out the survey and helped inform the direction and recommendations developed in the final plan.


On June 16 and 17, 2010, three interactive workshops were held at the Old Fire Hall. Each workshop was specifically designed for a particular group that uses parking in the Downtown. Realizing that each group has specific concerns for parking, the discussions were individually tailored to develop future directions for managing Downtown parking.

Open House - Draft Recommendations

On October 6, 2010, the City unveiled the Draft Parking Plan at a public Open House. The plan contained a number of proposed recommendations centered around four key areas: Sustainable Transportation; On-Street Parking; Off-Street Parking; and Policies and Regulations.
