This page is where you can find the most accurate and up-to-date information on these and other items related to the 2024 Whitehorse Municipal Election.

We will be updating this page in the lead-up to the election. Be sure to check back often for the additional information!

As per section 48(1) of the Municipal Act, to be eligible to vote in the 2024 Whitehorse Municipal Election you need to:

  • Be a Canadian citizen.
  • Be 18 years or older on the day of the Election (October 17, 2024)
  • Have been a resident of and have resided in Whitehorse for at least one year prior to October 17, 2024.

You also need to be registered to vote in the Municipal Election.  See the “How Do I Register to Vote?” section.

Individuals can register to vote online, in-person, or by mail starting September 3 until October 9, 2024.

Photo ID to register

Each person registering to vote will need to provide one piece of photo identification with their full legal name and residential address in order to complete their registration – for example, a Yukon Driver’s Licence.

For online registration, your photo ID can be scanned and uploaded through the registration link.

For in-person or mail-in registration, your photo ID can be presented in person, or a colour copy can provided by mail.

In the event you do not have a piece of photo ID with your residential address, you will need to also provide another official document with your name (matching your photo ID) and your residential address – for example a utility bill.

Candidate Information Package

To help you decide, the City has prepared a Candidate Information Package.

This document provides prospective candidates for the 2024 Whitehorse Municipal Election with essential information about running for office.

It outlines the responsibilities of serving on the City Council, including the time commitment and duties involved.

The package also details the eligibility requirements, nomination process, key election dates, and guidelines for campaigning, including advertising and signage rules.

Additionally, it offers insights into what candidates can expect if elected, such as onboarding procedures and the structure of the Council.

Candidate Information Session

The City will be hosting an in person candidate information session at City Hall on September 18 at 6 p.m. Prospective candidates can contact [email protected] to register to attend the info session.

Nominations

Nominations for Mayor and Council are open on September 10, 2024. Nomination forms and information packages for prospective Council members are available at City Hall or online.

Nomination papers are due at City Hall on Thursday, September 26 between 10 a.m. and 12 p.m.

Mail-in Special Ballot applications will be available by request starting on September 27, 2024.

Starting October 2, 2024, electors eligible to vote by Special Ballot can fill out an application and vote by Special Ballot at City Hall.

In accordance with the Municipal Act, you can request a Special Ballot if you are eligible to vote in the 2024 Whitehorse Municipal Election and you are:

  • unable to leave your home;
  • unable to vote at an advance or regular poll because of your job or business;
  • a student, or the spouse of a student, studying at an educational institution outside Whitehorse;
  • possibly at risk of harm if you go in person to vote; or
  • going to be out of town on polling days (Advance Poll – October 10, 2024 and Election Day – October 17, 2024).

Both mail-in and in-person Special Ballot options are available.

Mail-In

  • From September 27, 2024, to October 9, 2024, electors can apply for mail-in Special Ballots online (a link will be provided on this page) or in-person at City Hall.
  • Special Ballot Kits will be mailed out to successful applicants.
  • Instructions on how to complete the Special Ballot, as well as how to return it to the City of Whitehorse, will be included in the packages.
  • The deadline for submission of Special Ballots is 2 p.m. on October 17, 2024.
  • No Special Ballots will be accepted after 2 p.m. on October 17, 2024.

In-Person

  • Completed Special Ballots can be submitted in person at City Hall starting October 2, 2024, until 2 p.m. on October 17, 2024.
  • The deadline for submission of Special Ballots is 2 p.m. on October 17, 2024.
  • No Special Ballots will be accepted after 2 p.m. on October 17, 2024.

Polls will be open from 8 a.m. to 8 p.m. at locations around Whitehorse.

The special ballot poll closes at 2 p.m. All special ballots must be received by 2 p.m. on Election Day (either received through mail or in the drop boxes).

Preliminary results will be available and posted on the site on Election Day after the polls close and the votes are counted.

It’s important to make sure that as a candidate you are following all the rules related to advertising.

Advertising in General

  • Follow the Canadian Code of Advertising Standards.
  • State “This advertisement was paid for by (name of candidate or sponsor).”
  • Include a disclaimer that the ad is not endorsed by the City of Whitehorse.
  • Political signs on private property are allowed without a permit in all zones, provided property owner/tenant has given permission.
  • Candidates may not put leaflets, cards, handbills or other “vote for me” advertising materials on or in a vehicle without the permission of the owner or the person in charge of the vehicle.
  • As a general rule, and a reminder, copyright law applies in Canada. If you are not the owner of an image that you wish to use, ask for permission before using it.

Signs

  • For all the specifics regarding political signs, please see the City of Whitehorse’s Zoning Bylaw 2012-20.
  • Political signage can be erected as of 12:01 on September 26, 2024.
  • Signs must not exceed 1 m² in residential zones and 3 m² in non-residential zones.
  • Signs cannot be illuminated.
  • Signs must be removed within seven days after the election (October 24, 2024).
  • Political signs are allowed on private property without a permit if the property owner/tenant agrees.
  • Signs are allowed on public road rights-of-way without a permit, following specific sections of the Zoning Bylaw.
  • Signs may be placed on Robert Service Way, Lewes Boulevard, and Mountain View Drive, but not in designated Community Signage Areas.
  • Signs are prohibited on Two Mile Hill Road’s right-of-way, including the Community Signage Area.
  • Signs must ensure safety, be visible and legible, and avoid creating clutter.
  • Signs cannot obscure visibility for drivers or pedestrians and must be placed safely near intersections, streets, and highways.
  • Attaching signs to fences, poles, trees, or public objects is not allowed unless on a designated kiosk or bulletin board.
  • Political signs must be constructed and erected in such a way that they will not be blown over by the wind.
  • Signs that do not comply with these guidelines may be removed.
  • The Zoning Bylaw requirements and timing do not apply to all signs/advertisements. Advertisements within a building, on buses, public benches, etc., can be erected at any time. See here for more details.

Polls will be open from 8 a.m. to 8 p.m. at locations around Whitehorse.
