Expedited Foundation-only Permits available

The land lottery for Whistle Bend Phase 9 is scheduled to take place on September 25, 2025.

A total of 98 lots will become available, including 55 single family lots and 13 duplex sites.

To assist successful applicants to advance projects on these newly available lots, the City will be expediting Foundation-only Permits for eligible residential projects throughout the rest of the 2025 construction season.

This will allow builders to apply for permits for excavation, servicing, footings, and foundation work for new residential buildings and, once issued, allow work to begin while an applicant’s Building Permit is processed.

Foundation-only Permits are available through the City’s e-permitting system. The estimated turnaround time for a Foundation-only Permit is 2-3 days.
