The Yukon Energy Corporation recently announced details about its Whitehorse Power Centres Project. There is significant public interest in the project, which proposes to build two new energy generation centres and a new substation in the Whitehorse area in the coming years.
As part of the project, the City of Whitehorse received a request from the Yukon Energy Corporation to waive the Master Plan requirement for nine potential sites they have identified within City limits. Eight of the nine potential sites are for generation stations and one is for a substation. Master Plans are required for all developments sites over 1.5 hectares in size pursuant to section 13 of the Whitehorse 2040 Official Community Plan (OCP).
Following a review by the City’s Development Review Committee, as per the Land Use Master Plan Policy, the request to waive the Master Plan requirement for the eight potential generation sites has been denied.
The request to waive the Master Plan requirement for the proposed substation (to be located along Long Lake Road) has been approved.
The Yukon Energy Corporation would need to complete all applicable processes for the project to proceed, including the Yukon Environmental and Socio-economic Assessment process.
Master Plans are land use plans that include opportunities for public input and engagement. Some of the proposed sites would also require amendments to the OCP and the Zoning Bylaw, which would also involve public engagement and approval by Council.
