            Lewes Boulevard Transit Priority Pilot

            Overview

            Since 2019, the City has piloted a transit priority lane in Riverdale in an effort to improve on-time transit performance and reduce transit delays.

            The transit priority pilot includes the entire Northbound extents of Lewes Boulevard from the Robert Campbell Bridge to Alsek Road (south).

            Background

            Riverdale is a neighbourhood of approximately 5,000 residents south and across the Yukon River from Downtown Whitehorse. The sole neighbourhood access is a two lane arterial roadway including the Robert Campbell Bridge. In addition to residential land use, the neighbourhood is home to major education, institution, employment and recreational land uses, some with significant regional travel demand implications. These include educational institutions with specialized programming, regional student catchments, and/or regional travel demand implications, major employment and institutional land uses with territorial significant, and community, leisure, and recreational land uses.

            Given the existing land use context, regional travel demand considerations, and local transportation considerations, the Riverdale neighbourhood is both a significant trip generator and trip attractor in the City, leading to traffic delays during the morning and peak hours. Morning traffic delays coming out of the Riverdale neighbourhood are known to range from 10-15 minutes at its worst, reducing the level of service for all motorized modes. Delays during the morning peak period hour are particularly problematic for transit service, where delays experienced during the morning peak hour are known to propagate and affect critical path scheduling of subsequent transit schedules and transfers. In a general sense, these delays reduce the level of service experienced by transit users and contribute to an overall reduction in the utility of transit as a viable mode of transportation in the City.

            In an effort to increase the utility of transit as a mode, increase the level of service experienced by transit users, and provide a variety of transportation options, the City piloted a Northbound transit priority lane along Lewes Boulevard through the Riverdale neighbourhood.
