The City hired Inukshuk Planning and Development Ltd. to undertake pre-feasibility assessments in the Northeast and Southern Urban Containment Boundary (UCB) expansion areas, as shown on Map 5 of the Official Community Plan (OCP). The pre-feasibility assessments look at off-site engineering requirements and servicing, recreational values, and biophysical conditions in each area. The focus is on gathering data as the work will not result in a development plan. The final reports will help inform the next OCP review, expected to begin in 2017.
It is important to plan for the long term growth of Whitehorse. At approximately 28,000 residents, our city has grown about 2% per year for the last decade. Recent development in Whistle Bend, Takhini North, and Downtown have all contributed to addressing the need for more housing development. However, large scale land development projects can take decades come to fruition. For example, Whistle Bend was first identified as a potential neighbourhood location by the Official Community Plan in the 1980s.
In the summer of 2013, administration hired several consultants to collect background information for the UCB areas. The consultants were hired to complete the following work:
Bird, Fisheries, and Wildlife Evaluation (EDI Environmental Dynamics);
Heritage Survey (Matrix Research); and
LIDAR, Aerial Imagery, and Contour Data (McIlhenney).
This project is being completed under a contribution agreement with the Yukon Government. That agreement specifies that all consultant and City staff costs will be recoverable from the Yukon Government.
