City Council is considering the proposed 2026-2029 Capital Expenditure Program.
The Capital Expenditure Program is used for long-term investments in the City’s assets, infrastructure, and facilities. Major road repairs, machinery, and refurbishment of water infrastructure are all capital expenses. The City relies on external funding sources to advance the majority of capital projects.
This year’s Capital Expenditures focus on essential infrastructure work needed to sustain our growing community. It also aligns with the 2025-2028 Strategic Priorities that City Council adopted earlier this year.
The Capital Expenditure Program currently before Council includes approximately $98 million in proposed spending in 2026. Of this amount, approximately 12.5% is proposed to be covered through City reserves with the rest dependent on the City securing external funding, including from the territorial and federal governments.
Highlights for 2026 include:
- more than $1 million for planning projects that will increase the options for land development in Whitehorse;
- more than $25 million for water and wastewater infrastructure upgrades;
- more than $12.7 million dedicated to improving the city’s transportation network, including sidewalks, roads, bridges, the transit system and active transportation trails;
- nearly $21 million for recreation facility upgrades; and
- more than $18 million for a new firehall in Whistle Bend.
Most of the budget items will require funding from external sources in order to proceed.
City Council wants to hear from residents about the proposed 2026-2029 Capital Expenditure Program.
A Public Input Session will take place at 5:30 p.m. on Monday, November 24 at City Hall. Anyone is welcome to attend the public input session and have 5 minutes to speak.
