The City of Whitehorse has published its 2025 State of Infrastructure Report (SOIR).
The SOIR details the state of the City’s broad range of infrastructure assets, including:
- Roads, sidewalks, paved trails
- Fleet vehicles and equipment
- Water mains, water hydrants, water facilities
- Sanitary sewer mains and facilities
- Stormwater mains, culverts, and catch basins
- Facilities, including the Canada Games Centre, Takhini Arena, and Mt Mac Recreation Centre
- Telecommunication equipment
- Parks and park amenities
In total, the City’s assets are valued at approximately $465 million. The SOIR captures the age, condition and life expectancy of these assets as part of its asset management program, allowing for preventative maintenance and long-term planning to upgrade and replace infrastructure as necessary.
The City began collecting data on assets in 2022 to support effective asset management. Asset management ensures that the value of existing assets is maximized to support service delivery while helping to identify and prioritize infrastructure investment needs.
The SOIR was presented to City Council in the fall of 2025. It will be updated on a three-year cycle going forward.
Quotes:
“The City of Whitehorse owns a diversity of assets that support excellent service delivery for the citizens of Whitehorse. Much of our infrastructure is aging and will need replacement in the coming years. The City’s infrastructure needs over the next decade exceeds $1 billion. Effective asset management is critical to good government. The State of Infrastructure Report provides a snapshot of the condition of our assets and an indication of where we need to focus our efforts going forward. This, in turn, allows Council to make informed decisions and advocate with funding partners to support strategic investments in the best interests of our community.”
