Council Chambers is open to the public. Meetings can be watched on Northwestel Community TV channel 209 or at whitehorse.ca/videos.

Attending a Meeting

Members of the public are welcome to attend the Regular Council and Standing Committee meetings. Standing Committee meetings and Regular Council meetings are held in Council Chambers at City Hall every Monday at 5:30pm, unless it is the fifth Monday of a month*. If the Monday is a statutory holiday, the meeting is held on the next business day. For a list of the meetings as approved on October 27, 2025, please click here.

*In order to account for Council summer recess, the thirteenth cycle has been scheduled to begin June 29, and end on July 6.

To participate in a meeting, please review the two options below.

 

Register as a Delegate

Delegation procedures are informed by Sections 76-81 of the Council Procedures Bylaw and the Civility Policy

If you wish to present to Council or Committee, please notify Legislative Services by 1:30pm on the day of the meeting at [email protected]. (Please note that if your presentation has materials, the materials must be submitted by 12:00pm).

A delegate addressing Council is required to state their name, neighbourhood, and organization they are representing if applicable. Delegates have 5 minutes to make their presentation, with additional time for clarifying questions from Council members.

Eligible Topics

Standing Committee Meetings: Delegates at Standing Committee meetings may speak to any single topic, except to an issue for which a Public Hearing has been declared closed.

Regular Council Meetings: Delegates at Regular Council meetings may speak to an item on the agenda for Council decision, except to an issue for which a Public Hearing has been declared closed.

Presentation Materials

Presentation materials and any changes to them must be submitted by 12:00pm the day of the meeting. Delegations are not confidential and any materials used may be shared with the media.

Legislative Services always ensures that Council has adequate access to materials, including in the event of technical difficulties.

 

Speaking at a Public Hearing/Public Input Session

Public Hearing/Public Input Session procedures are informed by Sections 82-89 of the Council Procedures Bylaw, the Civility Policy, and additional relevant legislation (such as the Zoning Bylaw for Zoning Amendments). 

Anyone wanting to provide verbal input at a public hearing or public input session can appear in person, or call in. There is no requirement to formally register, but to help Legislative Services organize and ensure enough spacing in Council Chambers, an email to [email protected] of your intent to attend would be appreciated.

Please note:

  • Agendas are posted three calendar days before the scheduled meeting . They are draft agendas and subject to change.
  • Minutes are released approximately two weeks after each meeting, as they are not approved by Council until the next meeting.

Most meetings of Council are recorded on video, and are normally available on the site by noon of the day following the meeting. Delays are sometimes unavoidable, but we are committed to posting the recordings within 48 hours following the meeting, unless technical difficulties are preventing us from doing so.

Please note that meetings are subject to change and/or cancellation without notice. Meetings take place at noon at City Hall in the Pioneer Heritage Room unless otherwise noted. Some meetings are are not open to the public due to sensitivity of their topics.
